Timeliness of service

Sonova was over a year late completing the service installation on my home. They said that's one of the contractors went out of business and they were tied up and nobody was getting paid and I was just going to have to be patient. However. When they finally got the job completed and approved a year later, They want to backbill me for a year when the panels were on my roof but they were not energized.And the dwp would not approve it because the installation was not complete. I have a open dispute on the billing. I'm willing to pay but from the date in May where the panels were approved and actually started working. I'm not going to pay over $2000 for electricity that I didn't receive for a full year while I was still paying the DWP.. I have disputed the billing, but nobody has called me back.They are just threatening to. I have disputed the billing, but nobody has called me back. They are just threatening to cut off my service.. When I? Try to call them.I get there's nobody to answer the phone or the person has not clear their voice mail messages and i'm not able to. Leave a message. This is no way to run a company and no way to treat a customer.
