Inoperable solar system still paying electric bill

Solar system installed February 2024 it is now February 2025 and my system has only worked for three months didn't know until I got cut off notice from electric company and bill for 300 dollars. Called enphase to set up app and they had to send some one for repairs from circa energy they did something and left without saying anything. I got another electric bill.I called enphase they said my gateway system was inoperable. Enphase mailed gateway system and said to call circa energy for installation . I called circa energy was told someone would come and install
